Some of them seem to want to pattern Julian after the last place they escaped from. One family moved up here and asked the local association for street lights! Lighting seems to be a warm fuzzy blanket for some folks. The same people might not blow smoke in your face or crank up their radio but they find it perfectly acceptable to blast their neighbors with yard lights that, when lit, raise the temperature in the neighborhood severa degrees. THE BOOGIE MAN DOES NOT LIVE HERE! WE LIKE OUR STARS! We have a deer season, we have a turkey season, how about a season on yard lights. Bruce Krtek Julian In San Diego County, we call the regional conservation plan HCP/NCCP program the MSCP. It is a voluntary program and some counties and cities have opted out throughout California. One case was Desert Hot Springs, that withdrew from the Coachella Plan and the EtR/EIS had to be rescinded, revised and recirculated at great expense to the tax payer. At a time when our nation faces an economic crisis We must express our concerns to the Board of Supervisors before spending a lot of time and money for the East County MSCP plan, which could jeopardize the continuation and expansion of the Cattle industry in San Diego County. The MSCP would bring further restrictions to agriculture above those of the State and federal regulations in our area. It would limit expansion and the ability to improve or change technologically and scientifically on our farms and ranches. Due to the Market and global changes, Agriculture needs to have flexibility and be able to adapt to change without the perpetual restrictions the MSCP would impose. The reason why East County MSCP is so different than the other subareas in the County of San Diego is that over 3/4's of the area is already in public land. According to the Independent Science Advisor Report for East County "The East County MSCP is quite unique in that some 75% of the 1.6 million acre study area is public land. The public land forms a relatively unfragmented matrix.."(pgl). In the MSCP South County Plan (pg 1-29) it states that the "MSCP preserve system incorporates Public lands to the greatest extent possible to minimize the need to acquire private land and to avoid existing requirements of local, state and federal regulations." With this being said by the County of San Diego, there is no reason to proceed with the East County MSCP. Since the planning of this program is in the beginning stages and the general public has not been noticed it would be prudent not to spend any more money on the East County MSCP in these hard economic hard times since it is not justified with the bulk of land already in public domain The East County MSCP is not beneficial or necessary for the Agricultural community and may jeopardize the ability to continue and adapt to various Agricultural conditions in the future. We would ask your assistance in writing to the Board of Supervisors to voce the concerns of the ranching community and how this program would impact agriculture. Remember we need to "hang together or we will hang separately". The more we voice our concern the better it is for all of us. We need to support the local cattle producers as the proud California Cattlemen we are.
