EQIP is a voluntary program that promote agricultural production and environmental quality as compatible goals. New eligibility requirements now allow farmers and ranchers statewide to participate in this program. Agricultural producers engaged in livestock or crop production on eligible land may apply for this program. Eligible land includes cropland, rangeland, pasture, private non- industrial forestland, and other farm or ranch land determined by the Secretary of Agriculture. Producers may receive cost-share payments up to 75% of the cost of structural conservation practices. They may also receive incentive payments for land management conservation practices important to improving and maintaining the health of natural resources in the area or for developing a comprehensive nutrient management plan. Under this year's program, limited resource producers and beginning farmers and ranchers may be eligible for up to 90 percent costsharing. Higher priority is given to applications that encourage the use of cost-effective conservation practices, address national conservation priorities, and optimize environmental benefits. Applications can be submitted at any time during the year, however the 'cutoff' for this year's program is April 18, 2003. Eligible projects will be evaluated, prioritized and selected for funding as budget allocations permit. Submitting an application does not obligate either the landowner or the NRCS to the enrollment of property or any future expenditure of funds.
