Walmarts? by James Colbert, Dr.P.H., M.A., M.P.H. Governor Schwarzenegger is flirting with marijuana legalization. With a recent poll showing 56% of Californians in support for an initiative legalizing marijuana, tax revenue is looking good. There is a law providing for legalization for medical marijuana - the call now is for legalization of non-medical marijuana. There are at least 9 states, including California, where attempts have been made to reduce the crime of simple possession and offer instead penalties or civil fines, drug education or drug treatment. From a cursory review, there have been no laws passed anywhere that provide legality to cultivation, transporting or possessing marijuana for sale. Mendocino County, in California, it is understood, first approved decriminalization of marijuana when it was used or cultivated for personal use. Even this, however, was repealed in the 2008 election. An article in Time Magazine, "Why Legalizing Marijuana Makes Sense" (April, 2009), states the largest cash crop in California "is marijuana with annual revenues approaching $44 billion." After all, we are an agricultural state. "47.5% of all drug arrests are marijuana related." For those not recognizing the use of marijuana it is well established that it is a significant part of our way of life, and it is here, or we have not checked with their neighbors. One can go just about anywhere and find a connection. The current price ! Does marijuana cause brain damage? Despite all the reports in the past suggesting that it does nothing to the brain, new research has recently been reported showing the basis for biological dependence. The "identification of a specific cannabinoid receptor in the brain and the discovery of anandamide, a compound that binds to and activates the same receptor sites in the brain as delta-9-tetrahydrocannabinol (THC), the active ingredient in marijuana" (From the Department of Health and Human Services Publication No. (SMA) 05-4022 Printed 2005).
