Back in 2006 things in Iraq were bad and getting worse, particularly in Diyala where I was the Leader of the Provincial Reconstruction Team.. Wikileaks brings back memories and regrets. Here's a "local" take on what was published. Was the Iraqi Government complicit in sectarian activities? Yes. In spades. Diyala Province was majority Sunni but because the Sunni boycotted the elections until the last minute, the Governor was Shia and the Provincial Legislature majority Shia. This was politically inconvenient but Diyalans lived together, Shia and Sunni intermarried, and they all knew one another. It could be remedied in the next election. The big problem was that the Army General (corrupt, ineffective) and the Police Chief (corrupt, anti-Sunni, mostly corrupt) were also Shia so the news of a new Army General was welcome. Alas, General Shakr was Shia and, it was rumored, appointed straight out of the Prime Minister's office. But at first Shakr seemed like a good guy7 He talked the talk, and started out walking the walk. He met Nith the former Ba'athist army officers I talked with in the Mayor's office, mostly Sunni, and there was a lot of backslapping and hugging and "1 remember when you taught me" going on. It didn't take long, however, for the fagade to crumble. By the end of September Shakr was turning a blind eye to the death squads run by the two Shia militias (Maliki's and al Sadr's) and going further himself. Sunnis were being detained, tortured, and killed right and left. Two Sunni University Professors were taken in, tortured and sent back to tell other Sunni faculty. The leading Sunni cleric, very old and respected, was invited by Shakr for an "iftar" (breaking the Ramadan fast, big social deal) dinner, then detained. Some hospitality. We (the US military and my PRT) were coming back from our own Iftar dinner with the Governor when we learned the news and our Colonel, at some political risk to himself from his superiors, swung our convoy into the Iraqi military base, took possession of the religious leader, and took him back to FOB Warhorse to prevent abuse and perhaps death. There were many other incidents. This wasn't just an Iraqi problem. Our secular Diyalans (particularly the Sunni) didn't like al Qaeda very much and were mainly coerced into cooperating with the foreign force. But if the policy and the army were out to get you what are you going to do? The US military reported all this up their chain. I wrote a cable for the Embassy in Baghdad but the Embassy waffled. Perhaps it was news Washington didn't want to hear. A watered down version was finally dispatched weeks down the line. Did we know about Iraqi torture and abuse? Of course. We, the US Army, the retired US police who were working with the Iraqi Police, and the Provincial Reconstruction Team were all trying to halt or at least contain it. But we were under orders delineating areas of Iraqi responsibility on one hand, and on the other the Iraqis smiled and said, "Oh, no, you must be mistaken. This guy just burned himself when we gave him a cigarette." Yeah, right. We made some headway but not enough. Did we know the Iranians were supplying the Iraqi militias and others who were attacking us. Of course. We also had evidence of men and materiel coming in but much was going to the Government sponsored or condoned anti-Sunni militias (who also apparently used it against the US on occasion) and the Iraqi government was said by my Ba'athist officers, who had fought against Iran and guarded the border, to be complicit. The US was backing the Maliki government and there was a lot of news Washington didn't want to hear. Not incidentally, a civilian American woman was talking to the Ba'athist former officers because at that time the US military wasn't supposed to cooperate with them. For me, if our higher ups didn't like my presence there they could always send me back to retirement in the US (PLEASE don't throw me into the briar patch!) Later Petraeus changed that policy and we accepted their help. Are there lessons for the future in this? Many but perhaps the most important is that our leaders need to get, listen to, and deal with all the information coming in from the field whether they like it or not. They haven't done it in Iraq where the government we supported was and is seriously broken, and who knows if they are doing it in Afghanistan. One can hope. Schwarzenegger's upcoming exit from office. The tree that the rail is cut from will, unfortunately, not be able to come from the State Park, because all the dead trees creating a massive fire hazard are protected. However, there are plenty to choose from out of the many other burned areas. It is anticipated that it will come from a dead cedar burnt in the fire that will be cut with a very rough cut and will be 5% larger than a normal rail used for this function. This rail will definitely be a high speed rail. The rail is being prepared in order to rid us from his hideous decision making and ineffectiveness, especially considering who he replaced. It is based upon his inability to realize that the budget could have been balanced without the deceitful Proposition 25 and holding Californians hostage to massive new taxes and with schools, fire and law protection maintained by getting rid of the wasteful programs that do nothing except give high paid jobs to some delusional people who think that they actually do something productive. The craftsmen have asked if they can please, oh please start making one now for the new governor-whore Jerry Brown or as they are calling him, "Yoda". If only he had half the wisdom. Of course billions can be saved by reversing many of the ill advised propositions which voters themselves mindlessly approved. Other reasons for Schwarzenegger's high speed rail exit are because of the absolute permanence of some bad decisions such as his support to shred the integrity of the State Park System by advocating a giant powerline through Anza Borrego Desert State Park and supporting a six lane private toll road through San Onofre Beach State Park. His justification for having supported a massive powerline through a state park is that he's not planning to go there and it would be closed anyway due to lack of funds so no one would have ever known. In order to assure him that this is not some girlie rail, it will have a blue ribbon placed upon it.
